The original center was founded
in 1977 and operated as a private nursery school by the Town of New
Shoreham, In September of 2002, the facility moved to the new complex
at Old Harbor Meadow where services were expanded to included a
pre-school and child care program. BIELC is licensed by the Rhode Island Department of Education and the Department of Children, Youth and Families. Funding comes from tuition, Town of New Shoreham tax appropriations and donations. The Center is governed by the Block Island Early Learning Center Board of Directors.
